The role of human resources in the training of enterprise personnel
In accordance with Art. 65 of the Constitution of Ukraine, the protection of the Fatherland, independence and territorial integrity of Ukraine is the duty of citizens of Ukraine. From the moment the general mobilization is announced, a special period of enterprise functioning begins.
The personnel service of the enterprise should take a set of actions in advance for the appropriate preparation of the enterprise on the basis of the Law of Ukraine “On mobilization training and mobilization”, the Instructions for the organization of military records of military and conscripts in local governments, enterprises, institutions, organizations and educational institutions, approved by order of the Ministry of Defense No. 660 of December 15, 2010, the Law of Ukraine “On Military Duty and Military Service”, Instructions for booking persons liable for by nations, institutions and organizations for the period of mobilization and wartime (Appendix to the order of the Minister of Defense of Ukraine of October 15, 1996 No. 290) and other normative legal acts.
These actions include:
The development of a draft order on the procedure for action in case of receipt of summons to call the military.
Development of the Regulation on the implementation of measures for mobilization training and mobilization at the enterprise.
The organization of the implementation of measures for mobilization preparation and mobilization and the monitoring of the implementation of these activities at enterprises with mobilization tasks (orders) rely on their mobilization units or designated employees on issues of mobilization work.
Development of draft orders on education and approval of the composition of the mobilization unit of the enterprise or order on the appointment of employee (s) on mobilization work.
The number of employees of mobilization units (workers on mobilization work) of enterprises is determined by their heads in agreement with the relevant central or local executive authorities, taking into account the scope, nature and extent of mobilization work. There is an order to approve the composition of the mobilization unit of the enterprise or an order to appoint employee (s) for mobilization work needs to be agreed with the executive authority.
Development of job descriptions for employee mobilization work.
Preparation or updating of the list of conscripts / military liable “related persons among the employees of the enterprise with details of their status on the basis of the relevant documents and the data of the employees presented by them at the time of employment, which are recorded in personal cards. In this case, information on the marital status of these persons should be updated, their health status, place of residence, education, and verify the data of military tickets / registration certificates by keeping a Journal of verification of the status of registration of persons liable for military service and Cove and reservation status. It should be to develop a Regulation on the registration and reservation of persons liable for the company.
Preparation of a list of persons booked by the company for the period of mobilization and wartime, and timely booking of persons liable for military service at the company, preparation of applications for the provision of military deferrals for deferment of military service if necessary, preparation of an order on the appointment of a person in charge of accounting and booking of persons liable for military service . Reservation of persons liable for the enterprises is carried out by providing them with deferrals from conscription for the period of mobilization and wartime. Those liable for military service having the right to deferment of conscription, but not credited to special registration due to non-execution of deferrals from conscription due to the fault of the administration of enterprises subject to conscription on mobilization.
It should be remembered that for conscripts called up for training for the entire period of training and for the entire duration of their duties in the military reserve, in particular, travel time to the place of their conduct and vice versa, the place of work, as well as the position and average salary for enterprise, institution, organization, regardless of subordination and ownership.
