About the house committee
The organ of the reorganization of the population, known by the acronym ORN, is the house committee, which is an integral point in the laws of the Russian Federation. This body is representative, and on the basis of this law, all residents of the house or quarter have the right to decisions within the territory of residence.
Large developers of apartment buildings stipulate that the owners of apartments in Krasnodar, after commissioning, are given the opportunity to maintain, or the law does not review the law on the repair of the building by the house committee. But there is information that in many cities of our country, residents of some houses personally created a house committee, later assured him as a legal entity and opened bank accounts to make charges for utility and housing conditions. These committees also concluded an agreement with suppliers of communal and housing services, which are obliged to deal directly with their delivery, repair and correction of services, to directly monitor the quality of the services provided, and to make an independent decision to modernize the interior of the house.
Looking at what is happening, one can even call such committees self-reorganizing bodies of the population, while they manage to fulfill 3 main functions, which are the most important: “Meeting the needs of people living in the house in the form of communal and housing”, in addition, as indicated in paragraph 6 14 articles of the Federal Law of the Russian Federation, successfully fulfill their duties: “The presence of control over the repair and cosmetic work of the building as a body of self-organization of the population for residents who are legally registered in this location Theological and spend time payment of housing and communal services of the house. ”
As practice shows, it is here that house committees have difficulties in fulfilling the functions of maintaining the building, in contrast to the association of co-owners. It should be borne in mind that reorganization and reformatting of work by joining the SRO can solve such a problem.
Each apartment building, or a residential complex consists of various structural elements, separate additional rooms and other technical equipment directly for the building, which is responsible for its proper normal functioning for a long period of its operation.
The rules for the maintenance, as well as for the operation of any building in the presence of structural elements, are certified by law in accordance with all the norms and rules established in the civil code developed by the central executive authorities, which, as a rule, are assigned the functions of a technical plan for communal and housing issues .
